Post-Storm Sandbag Guidance

With rainy season approaching, residents may want to consider keeping their sandbags (filled or empty) for reuse.  Generally, clean and dry sandbags can be stored out of the sunlight in a covered, above-ground location.

If used sandbags are uncontaminated, you can empty the sand and then save, repurpose or dispose of the empty bags.

If you see or suspect that your sandbags are contaminated (e.g., in contact with raw sewage, industrial chemicals, petroleum products, etc.), handle them with protective gear, including gloves and protective eyewear.  Dispose of them at select landfills or through a hazardous waste contractor (as appropriate).  As additional handling and paperwork will be required, please contact the landfill facility or operator in advance for more information

Do not place bags in recycle bin.   Empty bags can be placed in trash cans if you choose not to reuse them.  You may also take them directly to a landfill.  Local landfills (Miramar, Sycamore, Otay, and Borrego Springs) can accept sandbags used for stormwater control during the recent storm.

Full sandbags should not be placed in carts or dumpsters for pick-up (due to their weight).  The sand can be raked into soil or added to planters or flowerbeds as a soil amendment instead.

For questions not covered here, incorporated city residents can contact 1-800-237-BLUE or 1-800-237-2583

PaintCare Large-Volume Pickup Service

If you have a large amount of unwanted paint (100+ gallons), PaintCare offers a free service that benefits both you and their volunteer drop-off sites — you don’t have to take your paint to a drop-off site a little at a time, and they don’t get overwhelmed with large volumes of paint. This service is only available to households or businesses with at least 100 gallons of paint that are located in a PaintCare state or jurisdiction (CA, CO, CT, DC, ME, MN, OR, RI or VT).

To learn more, please review the fact sheet provided on their webpage. Then call PaintCare — or fill out and submit the LVP Request Form — to request an appointment.

PPG Paints (PaintCare Program)

This location will accept architectural paint or “program products” which are defined as interior or exterior architectural coatings sold in containers of 5 gallons or less.

They do not accept:

  • Aerosol
  • Industrial
  • Original equipment
  • Specialty coatings

This location will accept paint under the following conditions:

  • Paint must be in its original container
  • Container must be labeled
  • Container must be in good condition and not leaking
  • Container must be five gallons in size or smaller.

Drop-off sites may establish limits on the quantity of products they accept. Generally, the limit in small stores will be lower than in large store. Please check with the site if you have more than 5 gallons.

In addition to residents, this program is available to trade painters, contractors and other businesses with one restriction: If your business produces more than 27 gallons of hazardous waste per month, you may only use the drop-off sites for your latex paint and not for your oil-based paint. To learn more about the 27-gallon restriction, contact PaintCare or the California Department of Toxic Substances at 855-724-6809.
